Oncor is a transmission and distribution utility in Texas. Many households buy energy from a retail electric provider but still depend on Oncor's poles and wires. Ice storms (February 2021 is the reference event people remember), spring supercells, and West Texas wind are the big restoration drivers. CenterPoint, AEP Texas, and TNMP serve other parts of the state — a Houston outage is usually not Oncor.

In North, central, and west Texas Oncor delivery territory, an electric outage is usually local distribution, not a collapse of the bulk grid. Typical Oncor patterns:
Freezing rain on DFW metroplex trees and lines can produce multi-day restoration even when ERCOT generation is fine.
A narrow damage path through the Metroplex or West Texas can take substations and feeders down in minutes.
Sustained wind and dust load hardware on long rural spans that suburban Dallas never sees.
A statewide conservation appeal is not the same as an Oncor feeder lockout. Check Oncor's map for actual delivery outages.
