In Oʻahu, Maui County, and Hawaiʻi Island (Hawaiian Electric companies); Kauaʻi is KIUC, not HECO, an electric outage is usually local distribution, not a collapse of the bulk grid. Typical Hawaiian Electric patterns:

A single tree on a hillside lateral can isolate a valley while the rest of the island is on.
