In Central Maryland, including Baltimore City and surrounding counties, an electric outage is usually local distribution, not a collapse of the bulk grid. Typical BGE patterns:
A glaze or wet-snow event takes suburban Baltimore County laterals down for days.
Leftover rain bands and wind affect Baltimore and the western shore.
A downtown Baltimore cable issue can darken a few blocks without overhead damage.
D.C. suburbs are often Pepco. The Eastern Shore is often Delmarva. Check the bill.
